So it was a January update that broke it and they are aware of it. In the meantime the work around is to save the attachment and manually attach it to your forward. Have any of your users tried to test the forwarding of the email and attachments although unseen to see if the attachments actually DO forward? I'd also check to see what the default Format Text is for your forwarded emails.

If it is Rich Text, there is a good possibility that the attachment is just 'invisible' for whatever reason Microsoft does that. Change the format to HTML and see if the the attachments appear in the email. If they do, then you may want to set the default format to HTML for forwarded emails to avoid the confusion.
